About TAMPER Consulting

Established in April 2024, TAMPER Consulting focuses on mobility and safety issues in transportation. We develop innovative solutions and deliver specialized training in traffic safety, driver behavior, and traffic crash investigation and reconstruction, with a focus on the Caribbean Region.

TAMPER Consulting is equipped with the technical competencies required to address a wide range of needs, including policy, planning, implementation, and operational challenges. We offer services and support to government, industry, and academia to help solve transportation issues in the region.

Our schedule of workshops and events covers a broad spectrum of relevant topics within the transportation space, with a primary focus on safety issues. These are tailored and customized for clients in Jamaica and the wider Caribbean.

TAMPER Consulting also hosts conferences and symposiums, bringing together experts, policymakers, and stakeholders. These events are designed to foster an environment where diverse perspectives can be shared and used to pave the way for a safer, more efficient transportation future in the Caribbean and the Americas.

Mr. Kenute Hare:

Kenute Hare

CEO, TAMPER Consulting, bringing over twenty years of expertise in road safety and transport planning

Formerly the Director of the Island Traffic Authority and Road Safety Unit at the Ministry of Transport & Mining in Jamaica, he has a proven track record in enhancing road safety operations and aligning them with global best practices.

Mr. Hare’s training includes prestigious institutions like Aston University, Lund University of Technology, Delft University of Technology, and the University of North Florida's Institute of Police Technology and Management with skills in Road Safety Audit, Traffic Crash Investigation and Reconstruction, and data analysis. His commitment to road safety is driven by a belief in the life-saving impact of his work.

Dr. Janine Dawkins:

Janine Dawkins

A 2024/25 MLK Visiting Scholar at the Massachusetts Institute of Technology, the former government technocrat is also affiliated with the University of Technology, Jamaica, as a part-time lecturer.

With over thirty years of experience spanning multiple subject areas within the transport and mobility space, she seeks to influence change towards a user-centric approach in the design and implementation of transport systems in developing states. Her core specialization lies in traffic engineering and management, with other areas of expertise being road safety, transport policy, and legislation. Her key research interests surround behavior and decision-making in transport and mobility, traffic control systems, multimodal travel, and technology transfer.

A UWI (St. Augustine) Civil Engineering graduate, she holds MS and PhD degrees from Georgia Tech, as well as an LLB from the University of London.

Ms Okitha Watson:

Okitha Watson

Previously employed in government, Ms. Watson is skilled in key administrative processes, with a strong ability to manage time efficiently and adapt to various tasks.

She holds a Diploma in Executive Administrative Management from the Management Institute for National Development and a Diploma of Education in Human Ecology from Shortwood Teachers College.

Ms. Watson's professionalism and attention to detail enable her to take charge of business administration and operations matters effectively.
